Canada’s Provincial Nominee Programs (PNPs) are a major route for skilled workers to immigrate to Canada as permanent residents. While most streams require a valid job offer from a Canadian employer, 13 pathways across various provinces do not have this requirement.
These non-job offer streams give international talent a chance to obtain provincial nomination based on factors like work experience, education, language skills, and connections to the province, opening up routes to Canadian PR without needing employment first.
Alberta Advantage Immigration Program (AAIP) offers a stream for candidates who have an active federal Express Entry profile and a minimum CRS score of 300. Applicants must have a primary occupation in an in-demand priority sector, such as construction, agriculture, aviation, or manufacturing, to qualify without a job offer.
Manitoba has two options without job offers:
Skilled Worker Overseas Stream – Requires at least 60 points based on age, language, work experience, education and adaptability, and a connection to Manitoba through support from family or friends, or past study or work experience in the province.
International Education Stream – Graduate Internship – Open to recent master’s or doctoral graduates from Manitoba, with strong language skills and completion of an eligible internship, plus in-province residence at the time of application.
Even though many New Brunswick PNP streams require job offers, two exceptions do not:
The Nova Scotia Nominee Program (NSNP) Express Entry Stream allows candidates with at least one year of work experience in a TEER 0-3 occupation and a valid Express Entry profile to be nominated without a job offer. Applicants must also meet minimum education and language requirements.
Ontario offers several non-job offer options under the Ontario Immigrant Nominee Program (OINP):
The PEI PNP Express Entry stream includes a non-job offer pathway. Candidates must have a valid federal Express Entry profile and meet federal program requirements. Additional conditions apply for recent graduates with PGWPs or work authorization.
Under the Saskatchewan Immigrant Nominee Program (SINP), skilled workers qualify without a job offer through two sets of streams:
To apply for permanent residence through a provincial pathway, individuals must first be nominated by a Canadian province or territory.
If this nomination is linked to Express Entry, it gives a major boost to their application, as it adds 600 points to their CRS score, which is almost guaranteed to result in an Invitation to Apply for Canada PR from Immigration, Refugees and Citizenship Canada.
However, if this nomination is made through a non-Express Entry or base Provincial Nominee Program stream, it does not prevent individuals from proceeding with their permanent residence application.
Individuals who have been nominated for permanent residence can submit their application to Immigration, Refugees, and Citizenship Canada.
Although this pathway takes longer, it remains a reliable way for individuals to apply for permanent residence without using Express Entry.
These 13 Provincial Nominee Program pathways without job offers offer international skilled workers, graduates, and in-demand professionals a promising alternative route to immigrate to Canada as permanent residents.
It is especially true if they face challenges securing employment before landing. With different provinces prioritizing diverse skills and backgrounds, candidates should carefully review eligibility criteria, prepare strong applications, and align their profiles with provincial priorities to boost their chances of nomination.
