Understanding NOC and TEER Categories

The BC PNP uses the 2021 version of the National Occupational Classification (NOC) system, which categorizes jobs into TEER (Training, Education, Experience, and Responsibilities) levels. This classification determines eligibility under various BC PNP streams.

The six TEER categories are:

  • TEER 0 – Management jobs
  • TEER 1 – Jobs typically requiring university education
  • TEER 2 – Jobs usually requiring college diplomas or apprenticeship training
  • TEER 3 – Jobs requiring post-secondary or on-the-job training
  • TEER 4 – Jobs requiring high school education or short-term training
  • TEER 5 – Jobs with minimal training or education requirements

Selection Factors

Candidates are selected based on multiple criteria, including:

  • Education
  • Eligible professional designations in BC
  • Language skills
  • Occupation
  • Work experience
  • Job offer
  • Intent to live, work, and settle in a specific region
  • Strategic priorities

Processing Timelines and Outlook

B.C. typically conducts 4–5 PNP draws monthly, targeting specific sectors and regional needs. Currently, 80% of British Columbia PNP applications are processed within 8 to 10 months, providing a relatively stable pathway for skilled professionals seeking Canadian permanent residency.
