Canada Announces New Immigration Application Fees

Immigration, Refugees, and Citizenship Canada (IRCC) has increased its immigration application fees, effective as of December 01, 2025. These fee increases in the application may affect several immigration categories, including inadmissibility applications, status restoration, and the International Experience Canada (IEC) program, upon immigrate to Canada.

However, this update mainly affects the total cost of temporary resident applications, including international students and work permit holders who wish to restore their status.

New Inadmissibility Fee Structure

• Authorization to Return to Canada (ARC): Individuals who have been required to leave Canada must obtain an Authorization to Return to Canada (ARC) before re-entering legally. In most cases, this request is submitted together with another application, such as a work permit or Canada study permit, depending on the applicant’s intended purpose.

• Temporary Resident Permit (TRP): A Temporary Resident Permit allows entry into Canada for individuals who are otherwise inadmissible, provided they have a compelling and justified reason to travel. Approval is based on whether the applicant’s need to enter Canada outweighs any potential risk to Canadian society.

• Criminal Rehabilitation: To enter Canada, applicants must be admissible. If at least five years have passed since completing the sentence that led to inadmissibility, individuals may be eligible to apply for Criminal Rehabilitation. This process can permanently resolve past criminal history. The fee varies based on whether the offence is classified as criminality or serious criminality.

International Experience Canada (IEC) Fees

Under the International Experience Canada (IEC) program, outside the Canadian territory, the applicant can get a Canadian work permit that is valid for at least 2 years through any of the given categories:

• Working holiday
• Younger professionals
• International Co-op (Internship)

However, these work permit fees are also revised as per the IEC work permit and are effective from December 1, 2025:

What Happens if You Paid the Old Fee?

If you submitted your application before the new IRCC fees came into effect, your application will not be refused just because you paid the old cost.

However, IRCC will not begin processing your application until you pay the remaining fee difference. IRCC will send you an official request asking you to pay the updated amount. You must pay this difference within the deadline provided in the request.

If you don’t pay the difference on time, your application may be considered incomplete or risk being returned.

To pay the updated amount for Canada PR visa fees, applicants must:

• Wait for IRCC’s email or letter requesting the additional payment.
• Use the official IRCC online payment portal to pay the outstanding balance.
• Upload or submit the receipt using the instructions included in IRCC’s message (usually through the PR Portal, GCKey, or Webform, depending on your application type).

IRCC will only resume processing your application after the new fee amount has been fully paid. The automated request system ensures every applicant pays the correct updated fee.
