Canada again released the good news for immigrants, especially for French speakers. Canada surpassed its francophone immigration target for 2025. They announced a significant increase in the number of permanent residence opportunities for French-speaking newcomers. This major step in its multi-year plan to strengthen francophone communities across the country.
IRCC confirmed that in 2025, approximately 8.9% of permanent residents admitted outside Quebec were francophones, exceeding the 8.5% target set under the Canada immigration strategy.
This achievement reflects the impact of policies designed to attract skilled French-speaking immigrants and support communities where French is a minority language.
In a press conference in Moncton, Minister of Immigration The Honourable Lena Metlege Diab announced that Canada will reserve an additional 5,000 permanent residence selection spaces specifically for French-speaking immigrants beginning in 2026.
These spaces will be sourced from federal allocations and provided to provinces and territories to nominate candidates. Through the existing immigration pathways, including Provincial Nominee Programs (PNPs) and economic streams.
The latest exceeding PR spaces are mainly aimed at boosting the francophone immigration beyond Quebec. By giving the provinces and territories the extra capacity to invite and nominate the French-speaking candidates.
However, the exact distribution among the regions has not yet been finalized. The measures are expected to increase the number of applicants with French language skills and relevant qualifications.
IRCC basically focus on the francophone immigration and also includes several initiatives that always helped to drive growth, including:
The Canada Immigration Levels Plan 2026-2028 further sets ambitious francophone admission targets of 9 % in 2026, increasing to 10.5 % by 2028, as part of a long-term goal of reaching 12 % francophone permanent residents outside Quebec by 2029.
This exceeding development signals the Canadian government’s strengthened commitment to supporting linguistic diversity. This target addresses the labour market shortage through the targeted immigration policies.
However, for the prospective immigrants, especially those who are fluent in French. This announcement could mean to improve the chances of applying for Canada PR through both the federal and provincial pathways.
The additional PR spaces for francophone applicants also underscore Canada’s broader strategy to attract global talent and foster inclusive growth in minority francophone communities, a priority expected to shape immigration policy throughout 2026 and beyond.
