Canada Expands Study Opportunities for Temporary Workers

Immigration, Refugees and Citizenship Canada has implemented a significant new benefit for temporary workers . Eligible work permit holders can now study up to 6 months without a permit. IRCC announced the temporary measure on September 9, 2026.

However, workers who are currently contributing to Canada’s economy are the main targets of this policy. Moreover, it supports additional education, training and licensing opportunities. A Canada study permit will still be required for full time studies. The authorization ends when the work permit expires.

Most importantly, the temporary policy remains valid till December 31, 2027. This approach can also help eligible workers in Quebec because a CAQ will not be required for qualifying studies.

However, this policy does not create a new pathway to permanent residence or a new immigration program. It seeks to improve public services and the workforce in Canada.

Why is Canada Allowing Work Permit Holders to Study Without a Permit?

According to the IRCC, the goal of the policy is to enable temporary workers to contribute as much as possible to Canada's public services and economy. It allows qualified workers more freedom to seek short-term education and acquire new skills while still working.

Workers can benefit from the measure:

  • Build in-demand experience and skills through further training and education.
  • Seek out short-term licensing opportunities in their chosen industries.
  • Improve their qualification while working in their respective fields.
  • Support sectors facing labour shortages by improving workers’ skills.
  • Contribute to key priorities, including public services, home building and nation-building projects.

Overall, the policy is intended to support economic growth, strengthen public services and make better use of the skills of temporary workers already in Canada.

Provisions of the Regulations for Which an Exemption May be Granted

Eligible foreign nationals may be exempt from the eligibility requirements under paragraph 188(1)(c) of the Immigration and Refugee Protection Regulations. According to this clause, the foreign national is required to complete the course or program of study within the allotted time of  their stay in Canada.

Under the temporary public policy, this exemption remains valid till the public policy expires, the Canada work permit expires, or is revoked, whichever occurs first.

Other Eligibility and Admissibility Requirements

The exemption does not exempt other applicable immigration eligibility requirements. Foreign nationals eligible under this particular policy must continue to satisfy all other selection and admissibility requirements. That has not been specifically removed under this or another public policy.

Effective Date and Expiry

The Canada immigration temporary public policy comes into effect 30 days after the date of signature. Unless revoked earlier, it will remain in effect until December 31, 2027. IRCC also states that the policy may be revoked at any time without prior notice.
