Canada Immigration Levels Plan is one of the most anticipated announcements every year highlighting the country’s immigration priorities and admission targets.
The latest Canada Immigration plan provides a roadmap for addressing labour market needs, managing population growth and balancing temporary and permanent immigration.
On November 5, 2026, IRCC announced the Canada Immigration Levels Plan 2027–2029, maintaining the annual permanent resident admission target at 380,000 for all three years.
However, it also demonstrates allocation for provincial nomination, economic immigration, temporary workers and international students, along with a proposed measure to transition different individuals already living in Canada to permanent residence.
Canada Immigration Levels plans to maintain its permanent resident admissions at 380,000 annually throughout 2027, 2028 and 2029, bringing the planned three-year total to 1,140,000.
| Year | PR admission target |
| 2027 | 380,000 |
| 2028 | 380,000 |
| 2029 | 380,000 |
| Total | 1,140,000 |
IRCC has also provided an operational planning range of 352,500 to 422,000 for each year, allowing flexibility to respond to changing immigration requirements.
Economic immigration will remain Canada's largest admission category, accounting for 64.4% of planned permanent resident admissions over the three years.
| Immigration category | Annual target |
| Economic | 244,700 |
| Family | 81,000 |
| Refugees and Protected Persons | 49,300 |
| Humanitarian and Other | 5,000 |
The family category includes 66,000 admissions for spouses, partners and children and 15,000 for parents and grandparents.
Canada will continue to put emphasis on economic immigration to fulfill labour market and regional workforce requirements
Key annual allocations include:
| Immigration program | 2027 | 2028 | 2029 |
| Federal High Skilled | 100,000 | 100,000 | 100,000 |
| Provincial Nominee Program (PNP) | 95,000 | 95,000 | 95,000 |
| Federal Economic Pilots | 7,900 | 6,175 | 7,400 |
| Federal Business | 1,500 | 2,725 | 1,000 |
| Rural Community Immigration Program | 5,500 | 6,000 | 6,500 |
| Atlantic Immigration Program | 6,000 | 6,000 | 6,000 |
The Federal High Skilled category includes the Federal Skilled Worker Program, Federal Skilled Trades Program and Canadian Experience Class. These allocations highlight planned admissions, not the number of invitations issued.
IRCC will maintain its annual target of 370,000 new temporary resident arrivals.
| Category | Annual target |
| Temporary workers | 220,000 |
| International Mobility Program | 170,000 |
| Temporary Foreign Worker Program | 50,000 |
| International students | 150,000 |
| Total | 370,000 |
These targets do not include permit or visitor extensions.
IRCC has launched a new time limited measure to assist up to 200,000 individuals already living in Canada transition to permanent residence in 2027.
It includes two cohorts:
The measure will provide additional processing space under selected pathways. It is not a general PR application opening for all temporary residents.
Canada will gradually increase its Francophone permanent resident admissions targets outside Quebec.
This initiative aims to strengthen Francophone minority communities and support their economic development.
The Canada Immigration Levels Plan 2027-2029 maintains stable permanent resident targets while putting emphasis on economic immigration and regional labour market needs. Express Entry and PNP applicants will remain crucial to Canada’s selection strategy.
However, temporary residents already living in Canada might also benefit from the new transition measure, subject to the applicable route criteria.
In addition to this, candidates outside Canada should understand that maintaining PR targets does not automatically guarantee an increase in invitation or a decrease in CRS cut-offs. Applicants should assess their eligibility via using the current immigration pathway and monitor upcoming IRCC announcements.
