Canada’s Provincial Nominee Program (PNP) landscape in 2025 has been shaped by more than draw volumes alone. Changes in federal immigration planning are now influencing provincial selection strategies and will continue to do so through 2026 and beyond.
According to the Canada Immigration Levels Plan 2026–2028 released by Immigration, Refugees and Citizenship Canada (IRCC). Canada’s overall permanent resident (PR) admissions target will remain stable at 380,000 per year, with a strong focus on economic immigration streams such as the PNP and Express Entry.
A key development has been the significant reduction in PNP admission targets for 2025, nearly half of previous levels. This signaled a shift toward a more controlled and selective nomination approach.
This prompting provinces to issue nominations more cautiously and prioritize regional labour market needs over volume.
Under the 2026–2028 levels plan, the federal government has increased planned PNP admissions compared to the sharply reduced 2025 target. It further reinforcing the role of provincial programs within Canada’s broader economic immigration strategy.
While the 2025 target was approximately 55,000 PNP admissions, the 2026 plan sets the target at 91,500, with a flexible range reaching 105,000, and similar levels projected for 2027 and 2028.
These policy adjustments are reshaping provincial immigration in several ways. Provinces are increasingly conducting targeted draws focused on candidates with strong labour market attachment. This includes a valid job offers or Canadian work experience, as well as skills aligned with regional shortages.
At the same time, closer federal–provincial coordination is ensuring PNP allocations support long-term economic priorities and sustainable growth for those planning to immigrate to Canada.
For applicants, these quota adjustments mean more competitive and regionally aligned selection criteria, particularly from 2026 onward.
Overall, Canada’s PNP target recalibration is transforming provincial nominations into a more strategic, labour-focused, and alignment-driven system, a trend expected to continue well beyond 2026.
