Canada's federal government has announced a significant change to its immigration settlement program. Starting April 1, 2026, economic immigrants, including Express Entry applicants and those arriving through Provincial Nominee Programs. It will no longer have unlimited access to federally funded settlement services.
Instead, a time cap will be introduced, gradually reducing the window during which permanent residents can use these free newcomer supports.
Under the current Canada immigration settlement policy, economic-class permanent residents can access federally funded settlement services at any time after receiving their permanent residence (PR) status, up to and including the time they obtain Canadian citizenship.
That open-ended access is now changing.
As part of Budget 2025 commitments, Immigration, Refugees and Citizenship Canada (IRCC) will impose the following limits:
These new rules apply to both current and new economic class permanent residents, including principal applicants and their accompanying spouses and dependants.
Canada's federally funded settlement services are designed to help newcomers integrate socially, economically, and culturally into Canadian communities. Eligible permanent residents can access a broad range of support, including:
Note: Settlement services in Quebec are managed separately by the provincial government and are not impacted by these federal changes.
The government says the goal is twofold: to encourage earlier use of settlement services when newcomers need them most and to keep resources available for the highest-need immigrants, including refugees and protected persons.
The changes reflect Canada's broader effort to bring immigration to sustainable levels while continuing to support economic growth and labour market needs. Economic immigrants who act quickly will still have access to the full suite of settlement support.
Not all newcomers are affected by the new time limits. Eligibility for federally funded settlement services depends on your immigration status. You qualify if you are:
Importantly, the new 6-year and 5-year time caps apply specifically to economic class immigrants. Refugees, protected persons, and other eligible groups are not subject to the same restrictions and can continue to access services as before.
