The Manitoba Provincial Nominee Program (MPNP) invited 67 qualified applicants to apply for permanent residency in Canada through the Expression of Interest (EOI) Draw 249 on July 10, 2025. This draw is an extension of Manitoba activities to attract skilled candidates and international graduates who can support the economy and communities of the province.
The draw focused on applicants in two different streams of the MPNP, the International Education Stream and the Skilled Worker Stream, including candidates from both inside and outside Manitoba, directly invited through strategic recruitment initiatives.
The latest Manitoba PNP draw was held July 10, 2025 and 67 candidates were invited to apply for PR under the International Education Stream and Skilled Worker Stream categories.
Manitoba invited 40 candidates who declared their intent to apply through the Graduate Internship Pathway (GIP) within the International Education Stream (IES). This program is designed for an international graduate who has obtained a Master's or Doctoral degree in Manitoba and has served an internship at a recognized industry or research institute in the province.
These applicants have a high potential of fitting into the Manitoba labour industry and contributing to its innovation industries.
The Skilled Worker Stream, which includes skilled workers in Manitoba and skilled workers overseas, received 27 applications. Applicants in this category must have been invited by the MPNP through a strategic recruitment campaign.
The Comprehensive Ranking Score (CRS) had reached 673 points, the lowest for the stream in terms of the candidates invited, demonstrating the competitive selection process according to Manitoba labour market priorities.
The breakdown of 27 Letters of Advice to Apply (LAAs) issued in strategic recruitment efforts is as follows:
Immigration, Refugees and Citizenship Canada (IRCC) increased the likelihood that candidates with a valid Express Entry profile number and Job Seeker Validation Code would receive an Invitation to Apply (ITA); 67 LAAs were granted in this draw.
The MPNP uses the Expression of Interest (EOI) system to evaluate candidates on the basis of language proficiency, education, work experience and Manitoba ties. Within a higher score, candidates are called to file complete applications to be nominated by the provinces.

With a provincial nomination, successful applicants gain 600 extra CRS points added to their Express Entry profile, which significantly increases in opportunities to secure a permanent residency.
Candidates invited this time will be given 60 days to make a complete submission to the MPNP. The draw will not be open to applicants who fail to meet this deadline.
The Manitoba PNP continues to be the most vibrant provincial immigration program in the country, particularly among skilled workers and graduates who aspire to get established in Manitoba.
