Manitoba continues to see strong immigration activity and has issued the 24th Expression of Interest (EOI) for 2025 under the Provincial Nominee Program. On December 18, 2025, Manitoba issued 63 Letters of Advice to Apply (LAA) to eligible skilled workers.
The invitations were extended through major Skilled Workers program pathways, including applicants currently employed in Manitoba, as well as through targeted recruitment efforts.
Through this EOI round, Manitoba continues to meet its labour market demand by selecting qualified individuals to support the province's economic development.
The latest Manitoba PNP draw was held on December 18, 2025, under the Skilled Worker Stream. They issued 63 Letters of Advice to Apply for Canada PR.
The number of invitations is further divided into four different Invitation to Apply (ITA) under the strategic recruitment initiatives that are listed below:
| Category | Number of letters issued |
| Employer Services | 10 |
| Francophone Community | 27 |
| Regional Communities | 5 |
| Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates (TPP) | 21 |
| Total | 63 |
Of the 63 Letters of Advice to Apply issued in this draw, 8 were issued to candidates who declared a valid Express Entry profile number and job seeker validation code.
Strategic Recruitment Initiatives support the Manitoba Provincial Nominee Program by enabling the Province to recruit qualified workers who meet its workforce needs. The Province uses Strategic Recruitment Initiatives to identify candidates who meet specific labour market requirements (skills, work experience, language, regional connections) to enhance Manitoba's overall economic viability.
In the most recent Manitoba PNP draw, invitations were issued across several targeted categories to ensure an equitable, need-based selection process. Strategic Recruitment Initiatives enable the Province of Manitoba to mitigate short-term labour shortages while supporting permanent residency in urban and rural communities.
The Strategic Recruitment Initiatives objectives include:
Through Strategic Recruitment Initiatives, Manitoba can ensure that immigrants nominated through the PNP have the best chance to achieve long-term success and employment stability, and to experience a seamless transition into the Province, thereby enhancing the effectiveness of the PNP for both Immigrants and the Local Labour Market.
