The Manitoba Provincial Nominee Program made a significant announcement on June 11, 2026 that will directly impact international students seeking permanent residence in Canada.
The province has officially closed the Career Employment Pathway of its International Education Stream, effective immediately.
This decision marks a major shift in Manitoba immigration system. Under the Manitoba PNP Requirement in 2026, international graduates must meet updated eligibility criteria and explore alternative pathways to secure provincial nomination and permanent residence.
International graduates who completed their studies at Manitoba designated learning institutions can no longer rely on the Career Employment Pathway to transition to permanent residence.
Instead, they must meet the eligibility criteria of the Skilled Worker in Manitoba pathway in Manitoba Provincial Nominee Program (MPNP).
The shift introduces a fundamental change in work experience requirements. Previously, the Career Employment Pathway accepted candidates with job offers from designated occupations.
Now, candidates must demonstrate at least six months of continuous, full time employment with the same employer before submitting their application.
This employment must be documented and verified before candidates can apply for provincial nomination through the new pathway.
Manitoba wants to reassure graduates that they still have options. The province emphasizes that the Skilled Worker in Manitoba pathway continues to accept applications from in province graduates who meet the revised criteria.
Additionally, the Graduate Internship Pathway remains available for eligible master's and doctoral degree holders who have completed a Mitacs internship. This option provides another route for advanced degree graduates to transition to permanent residence.
Students studying in Manitoba will also continue to have access to the Express Entry system through federal immigration streams, offering additional pathways to Canadian permanent residence.
Under the previous Career Employment Pathway, applicants needed a one-year full-time job offer in an occupation included on the Manitoba In-Demand Occupations List, as well as proof of graduation within the last three years.
The Skilled Worker in Manitoba pathway requires different documentation. Applicants must show they have worked for six months or longer with their current employer on a permanent basis.
Language proficiency requirements also differ from the previous system, focusing more on the ability to perform job duties rather than meeting a specific language test score.
Settlement funds and career employment plans, previously required, are no longer mandatory under the new system.
Graduates with active applications under the Career Employment Pathway need to take immediate action. Manitoba immigration authorities recommend reviewing eligibility criteria for the Skilled Worker in Manitoba pathway and updating their profile accordingly.
Those applying should ensure they have clearly declared all Manitoba connections, including completion of post secondary education in the province. This strengthens their applications and demonstrates genuine ties to the region.
For candidates planning to immigrate to Manitoba, showcasing local education, work experience, and community connections can significantly improve their chances of receiving an invitation through the province's immigration programs.
The province continues to conduct regular Expression of Interest draws through its Skilled Worker Stream. In 2026 alone, Manitoba has already conducted 11 draws, showing consistent recruitment activity.
