Canada is expected to release its 2027–2029 Immigration Levels Plan by early November 2026. The new plan will demonstrate how many immigrants Canada plans to welcome in the coming years.
Prime Minister Mark Carney has said that Canada has brought its immigration system under control. The government may now consider a gradual and controlled increase in population growth, depending on the country’s needs.
The announcement comes as Canada may be moving toward a new approach after several years of reducing the number of newcomers, particularly temporary residents such as foreign workers and international students.
However, no new immigration targets or specific numbers have been announced yet. Any changes to the number of permanent or temporary residents will be confirmed when the 2027–2029 Immigration Levels Plan is tabled in Parliament.
The current Canada Immigration Levels Plan was released on November 5, 2025, holds permanent resident admissions flats while continuing to cut temporary arrivals.
Key targets as per the current plan consist of:
The PNP target stands out as a major change under the plan. The Provincial Nominee Program target of 92,500 admissions in both 2027 and 2028 is significantly higher than the 55,000 admissions target set for 2026 under the previous 2025–2027 immigration levels plan.
Under Section 94(1) of the Immigration and Refugee Protection Act, the Minister of IRCC must submit an annual report to Parliament, which consists of immigration levels plan, on or before 1st November every year.
The upcoming plan will set targets for the year 2027, 2028 and 2029. It will determine:
Carney’s comments show that the Canadian government might stop reducing the immigration targets and could consider increasing some of them in the future. However, it is not clear yet how Canada will balance the number of PR and TR applicants.
Yet, there is no confirmed increase in the 2027 permanent resident target.
However, Canada’s immigration environment is constantly changing. Canada’s statistics reported that Canada’s annual population growth from July 2025 to July 2026 was just 0.5%, the weakest annual growth rate in percentage terms since 1915-1916.
This creates a different demographic environment as the government adjusts temporary immigration levels. Any future increase in permanent resident admissions would depend on factors such as population growth, temporary resident levels, labour-market needs, and housing capacity.
For prospective immigrants, it is therefore important to look beyond the headline target and focus on pathways such as Express Entry Program, Provincial Nominee Programs, family sponsorship, study permits, work permits, and Francophone immigration.
The final targets will be known only when the federal government officially releases its new Canada immigration plan 2027-2029.
