Among the communities participating in the RCIP is North Bay, a vibrant city located in Northern Ontario. North Bay has recently published a list of priority sectors and occupations eligible under the RCIP. It offers clarity for both employers and foreign workers seeking to participate in the program.

North Bay serves as an economic and social hub for the Nipissing and Parry Sound districts, as well as the Town of Latchford. The RCIP is an employer-driven immigration pathway that enables eligible foreign workers with job offers to apply for Canada Permanent Residency.

What makes this program particularly unique is its community-focused approach that allows each participating region to designate industries and occupations that best align with their economic needs. Let’s look at the priority sectors and in-demand occupations in North Bay.

Priority Sectors Identified in North Bay

Each community under the RCIP is allowed to select up to five priority sectors, which helps ensure local labour demands are met efficiently. North Bay has identified the following key sectors:

RCIP - Candidate’s Job Offer

Because the RCIP is built around designated employers, job offers must come from employers operating within the approved priority sectors. These employers must be recognized by a local economic development organization. Only after this designation can they extend job offers to foreign candidates.

Furthermore, a candidate’s job offer must correspond with one of the approved National Occupational Codes (NOC). Without this match, the application may not meet RCIP eligibility requirements, even if the candidate is otherwise qualified.

What is the Rural Community Immigration Program?

The RCIP is part of Canada’s broader strategy to address labour shortages in smaller communities and promote regional economic growth. Under this pilot, participating municipalities like Thunder Bay can recommend foreign workers for permanent residency, but only if the applicants secure employment with authorized local employers.

Unlike the federal Express Entry system, the RCIP offers a more community-driven approach by focusing on the specific workforce needs of the participating region. Thunder Bay, through the Community Economic Development Commission (CEDC), is leading this local effort by identifying occupations in high demand.

Who Is Eligible Under the RCIP?

In addition to securing a qualifying job offer from a designated employer, foreign nationals must meet the following requirements:

  • At least one year of work experience (1,560 hours) in the past three years in a related field.
  • Language proficiency in English or French, as required by the occupation.
  • Possession of a Canadian credential or a recognized foreign equivalent.
  • Proof of settlement funds to demonstrate their ability to support themselves and their family.

These criteria ensure that newcomers are well-equipped to integrate into their new communities, both economically and socially.
