North Bay has recently published a list of priority sectors and occupations eligible under the RCIP. It offers clarity for both employers and foreign workers seeking to participate in the program.
North Bay serves as an economic and social hub for the Nipissing and Parry Sound districts, as well as the Town of Latchford. The RCIP is an employer-driven immigration pathway that enables eligible foreign workers with job offers to apply for Canada Permanent Residency.
What makes this program particularly unique is its community-focused approach that allows each participating region to designate industries and occupations that best align with their economic needs. Let’s look at the priority sectors and in-demand occupations in North Bay.

Because the RCIP is built around designated employers, job offers must come from employers operating within the approved priority sectors. These employers must be recognized by a local economic development organization. Only after this designation can they extend job offers to foreign candidates.
Furthermore, a candidate’s job offer must correspond with one of the approved National Occupational Codes (NOC). Without this match, the application may not meet RCIP eligibility requirements, even if the candidate is otherwise qualified.

The RCIP is part of Canada’s broader strategy to address labour shortages in smaller communities and promote regional economic growth. Under this pilot, participating municipalities like Thunder Bay can recommend foreign workers for permanent residency, but only if the applicants secure employment with authorized local employers.
Unlike the federal Express Entry system, the RCIP offers a more community-driven approach by focusing on the specific workforce needs of the participating region. Thunder Bay, through the Community Economic Development Commission (CEDC), is leading this local effort by identifying occupations in high demand.
