On December 11, 2025, Ontario issued 916 Invitations to Apply (ITAs) through the Employer Job Offer streams, targeting foreign workers who are already contributing to the province’s labour market.

This update highlights the province’s focus on addressing labour shortages, supporting employers, and offering a clear and reliable pathway to Canada PR for eligible candidates.

Under the Employer Job Offer: In-Demand Skills stream, Ontario issued region-specific invitations for Eastern Ontario and Central Ontario (excluding GTA). Candidates with job offers and profiles created between July 2 and December 9, 2025, were considered, with a minimum CRS score of 30 applied across both regions.

Employer Job Offer Streams: Region-Wise Invitations Issued Across Ontario

On December 11, 2025, Ontario conducted multiple targeted draws under the Employer Job Offer streams, issuing a total of 916 Invitations to Apply (ITAs) to candidates already residing in Canada and holding valid job offers in specific regions. These invitations were selected from the Expression of Interest (EOI) system pool to meet regional labour market needs.

In Eastern Ontario, 305 invitations were issued to candidates eligible under the Foreign Worker, International Student, and In-Demand Skills streams, highlighting broad workforce demand. Northern Ontario received 68 invitations, targeting candidates under the Foreign Worker and International Student streams to support smaller and remote communities.

Meanwhile, Southwestern Ontario saw 239 invitations issued to candidates in the Foreign Worker and International Student streams, reflecting strong employer demand in the region. In Central Ontario (excluding the GTA), Ontario issued 304 invitations across all three Employer Job Offer streams.

This targeted, region-based strategy underscores Ontario PNP commitment to retaining in-Canada talent and supporting balanced economic growth across the province.
