The city of Steinbach, Manitoba’s third-largest city, has officially released its priority sectors and occupations for the Rural Community Immigration Pilot (RCIP). This employer-driven immigration initiative opens a new pathway to permanent residence (PR) for skilled foreign nationals seeking to settle in rural Canadian communities.

As part of the RCIP, foreign workers must secure a job offer from a designated employer operating in one of the approved sectors and occupations. Meeting all program requirements—including work experience, education, language ability, and settlement funds—is also mandatory for eligibility.

The Steinbach Economic Development (SED) will manage the recommendation process with limited allocations:
Exemptions: NOC codes 31102, 31301, 32101, and 33102 are not subject to monthly or annual NOC caps.
This initiative allows Steinbach and its surrounding communities to attract talent where it's most needed, from healthcare professionals to tradespeople. Employers must operate within approved sectors to gain designation, and only jobs matching the listed NOC codes will be accepted.
Qualified foreign nationals who receive a certificate of recommendation from SED can then apply for Canada permanent residence directly to IRCC.
