Steinbach RCIP 2025: Priority Sectors and Occupations Announced for PR Pathway

The city of Steinbach, Manitoba’s third-largest city, has officially released its priority sectors and occupations for the Rural Community Immigration Pilot (RCIP). This employer-driven immigration initiative opens a new pathway to permanent residence (PR) for skilled foreign nationals seeking to settle in rural Canadian communities.

About Steinbach’s RCIP

Steinbach’s RCIP initiative covers not only the city itself but also surrounding rural areas, including:

  • Rural Municipality of Ste. Anne
  • Rural Municipality of Piney
  • Rural Municipality of La Broquerie
  • Urban districts of Landmark and Vita

As part of the RCIP, foreign workers must secure a job offer from a designated employer operating in one of the approved sectors and occupations. Meeting all program requirements—including work experience, education, language ability, and settlement funds—is also mandatory for eligibility.

Steinbach’s Five Priority Sectors

Each RCIP community selects five sectors that reflect local labor market needs. Steinbach has chosen:

  • Health
  • Education, Law, and Social, Community and Government Services
  • Sales and Service
  • Trades and Transport
  • Manufacturing and Utilities

Intake and Allocation Limits

The Steinbach Economic Development (SED) will manage the recommendation process with limited allocations:

  • Up to 5 recommendations per intake period
  • Intake opens on the 1st of each month and closes by the 15th, or when 7 applications are received—whichever comes first
  • Only one recommendation per NOC code per month
  • Maximum of two recommendations per NOC code per calendar year

Exemptions: NOC codes 31102, 31301, 32101, and 33102 are not subject to monthly or annual NOC caps.

A Targeted Pathway for Regional Growth

This initiative allows Steinbach and its surrounding communities to attract talent where it's most needed, from healthcare professionals to tradespeople. Employers must operate within approved sectors to gain designation, and only jobs matching the listed NOC codes will be accepted.

Qualified foreign nationals who receive a certificate of recommendation from SED can then apply for Canada permanent residence directly to IRCC.

This structured and targeted approach aims to address regional labor shortages and support economic development in rural Manitoba.
