Yukon has officially released its breakdown for the 2025 Provincial Nominee Program allocation, confirming it will issue 215 total nominations this year — a sharp 50% reduction compared to last years due to a federal cap on allocations by IRCC.
Category | Number of nominations |
Invitations to apply being sent in 2025 | 152 |
Carryover applications from 2024 that align with priorities | 55 |
Remaining available slots reserved for regulated healthcare positions | 8 |
Total allocation from IRCC for 2025 | 215 |
Given the overwhelming demand from Yukon employers and a limited supply of nomination slots, the Yukon Nominee Program transitioned to an Expression of Interest system earlier this year.
Under the new system, employers submit EOIs on behalf of foreign workers, and invitations to apply (ITAs) are sent out based on program priorities and labour needs.
The Expression of Interest intake period ran from March 31, 2025 to April 22, 2025.
Following this period, Yukon Territory confirmed that more eligible submissions were received than the available nomination spaces, effectively closing the EOI intake for the rest of 2025.
"We don’t anticipate having another EOI intake in 2025," a Yukon government representative told CIC Times. "The current pool includes more qualified submissions than available nomination slots."
The YNP has outlined key priorities for 2025, focusing on:
Once priority candidates are processed, any remaining slots will be distributed through a random Yukon draw from the eligible submissions.
To protect foreign workers with expiring permits in 2025, Yukon implemented temporary support measures earlier this year. From March 19, 2025 to April 2, 2025, employers could request territorial support letters for their foreign workers — allowing them to apply for Yukon-specific work permits valid for up to two years.
These measures align with IRCC’s temporary public policy, which supports maintaining work authorization for Provincial Nominee Program (PNP) candidates while they await nomination or PR processing.
