In a major shift aimed at tackling healthcare labor shortages, British Columbia’s Provincial Nominee Program (BC PNP) will prioritize healthcare workers for permanent residency in 2025. The province announced on April 14 that it will reserve the majority of its 4,000 federal nomination spots for qualified healthcare professionals while significantly tightening eligibility criteria and limiting new applications.
For 2025, the British Columbia PNP will accept only 1,100 new applications—down from previous years. The majority of these will be allocated to applicants in specific healthcare roles. This change comes in response to a reduced federal quota and a growing backlog of over 5,200 pending applications.
To manage the limited quota, B.C. has temporarily suspended several program streams and will focus on processing existing applications while selectively admitting new ones. One of the most impacted areas is the Health Authority stream.
Previously, anyone with a full-time job offer from a B.C. public health authority—whether clinical or administrative—was eligible under the Health Authority stream. However, as of April 14, only those in direct healthcare delivery roles qualify.
B.C. has published a detailed list of more than 50 qualifying healthcare occupations, including:
Some self-employed practitioners—such as doctors, nurse practitioners, and midwives—can still qualify, provided they present documentation from a recognized health authority or midwife practice confirming their credentials, service location, and employment plans.
With its nomination limit cut nearly in half, B.C. is adopting a more targeted approach to Canada immigration. By prioritizing healthcare roles, the province aims to address critical staffing gaps in the medical sector while maximizing the value of its limited nominations.
For eligible healthcare professionals, B.C. continues to offer one of Canada’s most promising pathways to permanent residency—though under far stricter requirements than before.
