French-speaking foreign nationals eyeing a pathway to Canadian permanent residence now have a clearer roadmap for 2026.
The city of Kelowna, situated in British Columbia PNP scenic Okanagan Valley, has officially released its updated priority sectors and occupations under the Francophone Community Immigration Pilot (FCIP). The revised list includes notable additions, including one entirely new priority sector and eight newly added in-demand occupations.
For eligible French-speaking candidates, this update significantly broadens the scope of opportunities available to secure a job offer and ultimately pursue permanent residence in Canada through this targeted pilot program.
Kelowna now prioritizes six sectors in total for 2026, all currently listed as open by the British Columbia Economic Development Corporation (SDECB), which oversees recommendations and employer designations. The six sectors are listed below:
The Business, finance and administration sector is the sole addition compared to 2025, reflecting Kelowna's growing need for white-collar professionals alongside its existing trades and healthcare demands.
It is also worth noting that for the sales and services sector, the SDECB will issue no more than 10 community recommendation certificates, with a cap of two per NOC code. The trades sector carries a limit of three recommendations per occupation.
Kelowna has identified 25 occupations and their associated NOC codes as in demand in 2026, with eight newly prioritized this year. The table below outlines all 25 occupations. However, the minimum wage for these occupations ranges from $21 to $28.

Kelowna will hold seven FCIP intake periods in 2026, with the first opening in June. Each intake runs from the 15th to the 30th of each month, during which designated employers may submit candidate recommendations to the SDECB. Each employer is limited to no more than three recommendations per intake.
As of this writing, limited recommendation slots remain available for corporate sales managers, bakers, cleaning supervisors, cooks, and hotel front-desk clerks.
The Francophone Community Immigration Pilot (FCIP) is a five-year pilot launched in 2025 alongside the Rural Community Immigration Pilot, designed to promote immigration to francophone minority communities outside Quebec.
To qualify, candidates must hold a job offer from a designated employer, demonstrate French language proficiency at NCLC level 5 across all four abilities, have at least one year of relevant work experience in the past three years, hold at least a Canadian high school diploma or its foreign equivalent, and have sufficient settlement funds starting at $10,507 for a single applicant.
Candidates may also be eligible for a special two-year work permit, allowing them to begin working for their FCIP-designated employer while their PR application is still being processed.
