New Leadership at IRCC: Minister Lena Metlege Diab Appointed

This Express Entry draw also marks a transition in leadership at IRCC. It is the last draw overseen by outgoing Minister Rachel Bendayan, with The Honourable Lena Metlege Diab now officially appointed as Canada’s new Minister of Immigration, Refugees and Citizenship.

The appointment comes as part of Prime Minister Mark Carney’s first major cabinet shuffle, aligning with his broader immigration agenda.

What’s Next for Canadian Immigration?

Under Minister Diab's direction, IRCC is expected to begin implementing key priorities outlined by Prime Minister Carney, including:

  • Stabilizing new permanent resident intake at 1% of Canada's population by 2027
  • Increasing francophone immigration
  • Revamping the Global Talent Stream (GTS) to attract highly skilled global talent
  • Reducing temporary resident levels, including work and study permit holders

Minister Diab’s governmental mandate letter—expected in the coming weeks—will offer further clarity on Canada's evolving immigration policies.
