Next Express Entry Draw: What to Expect and What the Trends Say for 2025

As we near the end of May, Canada immigration hopefuls are watching the Express Entry Program closely, particularly following the latest Express Entry draw on May 13, 2025, which invited just 500 Canadian Experience Class (CEC) candidates with a high CRS cut-off of 547.

The dynamics of Express Entry Program have shifted significantly this year, guided by Canada Immigration Levels Plan 2025–2027, which reduced overall permanent residence targets and introduced a more targeted selection category.

2025 Express Entry Draw Trends at a Glance

1. Canada Prioritizing In-Country Applicants

With PR targets reduced to 395,000 for 2025 (decrease from 485,000 in 2024), IRCC is prioritizing candidates already in Canada, such as CEC applicants. Canadian Experience Class has received over 9,850 ITAs by May 13, 2025.

2. Category-Based Draws Gaining Prominence

Category-specific draws—targeting French speakers, healthcare professionals, tradespeople, STEM experts, and now educators—are defining Express Entry in 2025. IRCC plans to allocate 40,000+ ITAs to such categories this year.

  • French Proficiency Draws have lower CRS cut-offs, as low as 379 in March 21.
  • Healthcare Draws remain highly competitive, with CRS score like 510 seen on May 2.
  • Education Draws, newly introduced in May 2025, reflect labor market demands in teaching and childcare.

3. Fewer PNP Draws, But Still Important

The Provincial Nominee Program (PNP) faces a steep decline in allocated spots—55,000 in 2025, down from 110,000 in 2024. Despite this, provinces continue to hold draws, albeit smaller, 4590 invites with CRS scores frequently in the 700–800 range due to the 600-point nomination boost.

4. Elimination of Job Offer Points

In a bold move to combat LMIA fraud, IRCC eliminated CRS points for job offers as of March 2025. While this was expected to ease cut-offs, reduced draw frequency and high competition have kept scores elevated.

What Can We Expect in the Next Draw?

The next Express Entry draw is expected between May 27–29, 2025, following the bi-weekly rhythm. Here’s what immigration watchers predict:

  • Most Likely:A category-based draw—potentially for French speakers, healthcare, or trades.
  • CRS Expectations:
    • French Draw: Likely in the 360–380 range.
    • Healthcare Draw: Could range 490–510.
    • Trades Draw: May sit around 450 CRS.
    • PNP Draw: Could exceed 700 CRS, if held.
  • ITAs Expected:Between 500 to 2,000, depending on draw category and IRCC’s ongoing strategy of smaller, targeted rounds.

Strategic Advice for Applicants

With over 852,000 PR applications already in processing, IRCC is focused on economic and social priorities.

This means:

  • Low-scoring candidates should target French proficiency or trades-based draws.
  • Improving French or gaining Canadian work experience can significantly boost eligibility for Canada PR.
  • Regularly updating your Express Entry profile with new criteria is essential.

Can You Get Canada PR with a 400 CRS Score?

Realistically, no—unless you qualify under a new category-based draw, such as French language or specific trades. Otherwise, candidates should focus on enhancing their profiles or exploring PNP and provincial pathways.
