Quebec has announced the return of its popular Programme de l'expérience québécoise (PEQ), reversing an earlier decision that had shut down one of the province's fastest pathways to permanent residence.
The move is expected to benefit thousands of temporary foreign workers and international graduates who were left uncertain after the program's suspension and eventual closure in 2025.
According to Quebec immigration officials, the Quebec Experience Program (PEQ) will reopen on July 2, 2026, remain available until October 31, 2026, and be available for a two-year period until July 2028. The government estimates that between 8,000 and 12,000 individuals could qualify under the renewed program.
The announcement marks a significant shift in Quebec's immigration strategy and comes amid growing pressure from employers, educational institutions, and immigrant advocacy groups seeking a more predictable route to permanent residence for people already established in the province.
The PEQ has long been considered one of Quebec's most attractive immigration pathways because it rewards applicants who have already studied or worked in the province.
Before its closure, the program enabled eligible candidates to obtain a Quebec Selection Certificate through a simplified, faster process than other immigration streams.
The previous government suspended the PEQ as part of broader efforts to reduce immigration levels and shift more applicants toward the Skilled Worker Selection Program (PSTQ).
However, the decision faced criticism from employers, universities, and temporary residents who argued that it created uncertainty for people who had built their careers and lives in Quebec.
The reopening reflects a recognition that experienced workers and graduates already integrated into Quebec's labour market can help address workforce shortages while supporting the province's economic growth.
