Quebec issues 238 invitations in first PSTQ draw for skilled workers

he Government of Quebec has issued 238 invitations to candidates in its first draw under the Skilled Worker Selection Program (PSTQ) through the Arrima expression of interest system. The Quebec latest draw, held on July 17, 2025, focused on two streams: 216 under Stream 1 for highly qualified and specialized skills and 22 under Stream 4 for exceptional talent.

The Quebec latest draw invited a total of 238 candidates through the Skilled Worker Selection Program (PSTQ) in two streams: 216 under Stream 1 for highly qualified and specialized skills, and 22 under Stream 4 for exceptional talent.

Eligibility Criteria:

  • Main occupation category under FEER 0, 1, or 2
  • Not practicing a regulated profession as listed by the Quebec Immigration Department.
  • They have at least 12 months of work experience in the occupation within the last five years.
  • They have French proficiency of level 7 or higher in oral and level 5 or higher in written according to the Échelle québécoise des niveaux de compétence en français or its equivalent.
  • They must be residing in Quebec.
  • Hold a Quebec diploma (university, college, or vocational).
    • Secondary vocational or college: Minimum 900 hours
    • University level diploma : Minimum 30 credits
  • They have Minimum Arrima score of 768.

Target Stream 4: Exceptional Talent

The Minister of Immigration, Francization and Integration invited 22 candidates under Exceptional Talent stream, to apply for permanent residency visa selection.

Eligibility Criteria:

  • They have Minimum 36 months of experience in the main occupation over the last five years.
  • They had a post-graduate diploma as doctorate.
  • They must hold either.
    • A positive opinion by the recognized Quebec partner ministry in a priority sector
    • A document confirming exceptional achievement as recognized by the Government of Quebec
