The invitations, which were published on July 31, 2025, specifically selected candidates fitting into precise occupational, linguistic, and residency criteria, as well as work experience and score thresholds.

It would highlight Quebec's orientation for attracting workers with practical, in-demand skills who are already established in regional Quebec communities.

  • Not planning to practise a regulated profession on the Liste des professions réglementées
  • French language proficiency level of 5 or more, both in oral competencies (or equivalent)
  • If applicable, have a spouse with French proficiency of level 4 or higher in both oral competencies

Further Requirements for this Draw

In addition to the base Stream 2 requirements, candidates in this draw needed to:

  • Reside in Quebec outside the Montreal Metropolitan Community
  • Must have a minimum of 24 months of work experience in the last 5 years, including at least 12 months in Quebec in his/her main occupation
  • Be equipped with at least 661 points in Arrima

The Programme de sélection des travailleurs qualifiés (PSTQ) is the main Quebec program for skilled immigration that operates independently from the federal Express Entry system.

Candidates who wish to enter the province's public immigrants selection scheme need to apply with Arrima via online profile creation, which ranks applicants based on the following criteria:
