Quebec has once again taken a significant step in strengthening its workforce by inviting skilled professionals through its latest immigration draw. This move reflects the province’s ongoing efforts to address labour shortages and attract talent that can contribute to its economic growth.
For aspiring immigrants, it presents a promising opportunity to secure Canadian permanent residence and build a future in one of Canada’s most vibrant provinces.
However, in 2026, Quebec invited 7,618 skilled candidates across the 4 streams: Highly qualified and specialized skills, Intermediate and manual skills, Regulated professions, and Exceptional talent.

In addition to the regular invitation rounds, the Quebec PNP has issued a limited number of invitations under special regulatory provisions. Since January 1, 2026, the Ministère de l’Immigration, de la Francization et de l’Intégration has invited 13 individuals to apply for permanent selection in accordance with Section 26 of the Québec Immigration Regulation and Section 47 of the Québec Immigration Act.
These provisions enable the province to select candidates in exceptional cases or to address specific economic and social priorities beyond standard draws.
At the same time, the Quebec PNP program maintains strict eligibility rules for certain occupations. Individuals whose primary occupation requires Canadian citizenship or permanent residence are not eligible to receive invitations.
As a result, the following occupations are excluded from all invitation exercises:
These measures ensure that Quebec’s immigration process remains compliant with legal requirements while focusing on candidates who can actively participate in the province’s labour market.
