General Requirements You Must Meet to Apply for the PSTQ

To be considered for the PSTQ, every applicant must satisfy a set of baseline conditions that apply across all four streams. You must be at least 18 years old and genuinely intend to settle in Quebec to take up employment.

That employment cannot be within a company you directly or indirectly control, and certain industries are completely off limits, including:

  • Payday lending, cheque cashing, or pawnbroking
  • Services related to the sex industry, such as escort services, erotic massages, or nude dancing

Beyond personal eligibility, you must sign a Financial Self-Sufficiency Contract, confirming you can financially support yourself and any accompanying family members for the first three months after receiving permanent residence.

Candidates working in a high-demand occupation in Quebec may also benefit from stronger alignment with the province's labour market needs during the selection process. The required amount varies based on family size and is outlined in Quebec's official financial scales.

You and your accompanying family members aged 18 or older must also obtain the Attestation of learning of democratic and Quebec values, as outlined in the Charter of Human Rights and Freedoms.

Additionally, if your stay in Quebec was funded through a scholarship that requires you to return to your home country, you must comply with those conditions before proceeding with your application.
