Immigration, Refugees and Citizenship Canada (IRCC) has conducted Express Entry Draw, issuing exactly 249 Invitations to Apply (ITAs) for permanent residence in Canada. It was a PNP-specific draw where all invited candidates had a previous provincial nomination that added 600 points to their Comprehensive Ranking System (CRS) score.
It emphasizes Canada's effort in putting skilled immigrants who are able and willing to settle in specific provinces and territories that require their skills most.
The latest Express Entry draw occurred on September 2, 2025, and there were a total of 249 ITAs issued under the Provincial Nominee Program (PNP) stream. The lowest applicant required a minimum CRS score of 772.
If more than one candidate had the minimum CRS score, IRCC applied the tie-breaking rule based on the date and time the Express Entry profile was submitted.
It is a Canada primary application management system for skilled workers, which processes immigration under three federal economic programs:
The CRS oversees the ranking of the candidates in the Express Entry pool; based on their age, education, work experience, language proficiency, and other aspects point awards, the top scorers receive an ITA during an IRCC Draw event.
Provincial nomination is one of the fastest ways for a candidate to increase his/her CRS score with an additional 600 points. This almost guarantees an invitation to a subsequent Express Entry draw, as has been seen in the current round where CRS cut-off was 772.
The reason is that this draw was PNP only; thus, CRS scores were higher compared to that of all-program draws. The points also guarantee that candidates with strong ties to a specific province and likely to settle there are prioritized in the selection process.
This would enable provinces in selecting individuals who have been tied to a very specific job offer or eligibility criteria of their program and addresses the urgent needs of their labor market.
Candidates issued an ITA through this draw must complete a full online application for permanent residence through the IRCC portal within 60 days of receipt of the ITA.

If an individual does not submit an application before the deadline, the invitation will become void, and candidates will have to await other Express Entry draws.
