IRCC issued 291 ITAs in latest Express Entry draw

On September 29, 2025, Immigration, Refugees and Citizenship Canada (IRCC) held their provincial nominee program. This is the 39th draw of the year. The Express Entry latest draw invited 291 skilled candidates with a minimum CRS score of 855 for PNP-specific candidates. The latest Express Entry draw is for candidates who wish to apply for Canadian Permanent Residence.

If more than one candidate has the lowest score, the cut-off is based on the date and time they submitted their Express Entry profiles.

The latest PNP-specific Express Entry draw has the highest CRS cut-off recorded in 2025 so far. If candidates are selected through this draw, they will automatically receive a 600 additional score. This will increase their chances of being invited under the PNP-based Express Entry.

How Does PNP Work Under the Express Entry Draw?

There are several steps to understand how the Provincial Nominee Program (PNP) works if you are applying through the Express Entry draw. The permanent residence applications of IRCC follow this Express Entry draw.

The steps include:

• Step 1: Create an Express Entry Profile: If you want to apply through the Express Entry draw, you must create an Express Entry profile on the official site. Or you should be in the Federal Express Entry pool.

• Step 2: Apply to a PNP Stream: The Candidate should research and apply to the specific PNP stream of the province or territory where they want to settle and apply for Canada PR. These PNP are designed to fulfill the needs of the local labour market.

• Step 3: Obtain Provincial Nomination: If the applicant's application is complete and submitted successfully without errors, the province will then nominate them for permanent residence.

• Step 4: Earn Additional Points: When confirming the nomination on your Express Entry profile, you are eligible to receive an additional 600 CRS points. If you need help, you can use the CRS calculator to check your score.

• Step 5: Receive ITA: After adding 600 additional points in your profile, you will receive the Invitation to Apply (ITA) from the significant province or territory.

• Step 6: Apply for PR: After submitting the complete application, candidates are eligible to apply for permanent residence to the federal government (IRCC).

However, this latest PNP-specific Express Entry draw may issue invitations to apply to the Provincial Nominee Program through this round of invitations.
